Benefit Monitoring & Evaluation Report for Tranche II

Government of India (GOI) has made initiative to encourage economic development in the North
Eastern Region. GOI requested the Asian Development Bank (ADB) to provide assistance for a
North Eastern Region Urban Development Project. In response, ADB provided an advisory
technical assistance for the North Eastern Region Urban Sector Profile Study which was
completed in December 2003. This section study assessed the socio-economic situation in all
eight capital cities of the North Eastern States, outlined infrastructure development programs and
identified institutional, environmental and social issues. Thereafter ADB provided the Project
Preparatory Technical Assistance (PPTA) to assess the feasibility of and prepare an investment
program for North Eastern Region Capital Cities Development Investment Program (NERCCDIP)
to upgrade urban infrastructure and services and improve urban management in the five capital
cities of the five states in the Nroth Eastern Region, namely Agartala (Tripura), Aizawl (Mizoram),
Shillong (Meghalaya), Kohima (Nagaland), and Gangtok (Sikkim).

Program Objective
The primary objective of the Program is to improve the urban environment and promote reforms
for sustainable, efficient, and responsive urban service delivery in the capital cities of five states in
the North Eastern Region (NER). The physical investments under the investment program, include
improvements to water supply, sanitation and sewerage and solid waste management
infrastructure. Physical improvements will be coupled with urban governance, finance and service
delivery reforms and a capacity building program to support the implementation of the investment
program and urban reform agenda.
